Challenge

The Long Beach Technology & Innovation Department is seeking a user-friendly, intelligent, cost-effective solution to passively collect and analyze community-sourced data points for our staff to understand general resident sentiment on key issues.

Background

Currently, the City does not collect holistic feedback on resident satisfaction with City except for an annual survey that asks residents to weigh in on key issues. The City's Public Affairs team also communicates with residents through social media, and Departments engage communities with regard to specific topic areas, such as parks, recreation programs, or land use. This lack of high-level, Citywide engagement limits staff's ability to understand what community priorities are and where certain priorities are most intense - which means the City is not optimally delivering services to meet community needs. 

Requirements & Outcome

The City is looking for a solution that passively crowdsources information, sentiments, and thoughts about community priorities and feedback on certain topic areas. The solution must meet the following requirements: 

  • Integrate with existing City social media platforms and other resident engagement channels 
  • Collect data equitably from all City residents, with a specific emphasis on underserved communities 
  • Measure resident feedback and also intensity of that feedback 
  • Measure resident feedback on specific topic areas indicated by City staff 
  • Analyze feedback geographically and by other available demographic information 
  • Provide dashboards with key insights to decisionmakers 
  • Comply with the City's Data Privacy guidelines
