The City of Carlsbad is nearly 40% open space. Much of this are active parks, managed habitat, and locations that are regularly monitored by staff. There are other areas that are considered unmanaged which means they are not actively monitored by staff. These areas can be prone to illegal activity such as illegal dumping, trespassing or other activities that impact the habitat and pose a danger to the property.
The City is seeking an effective solution that would help staff conveniently monitor these areas and be alerted when prohibited activity is occurring. The cost of the solution should be in line with the current cost of remediating any damage that occurs in unmanaged areas. The ultimate goal would be to increase monitoring, reduce illegal activity and provide a deterrent to future prohibited activities.
A proposed solution may include the following:
- A easy-to-use interface that does not require high technical skill
- A multi-use platform that assists the City in achieving other goals in the unmanaged open space in addition to curbing illegal activity
- An unobtrusive solution that does not lead to the invasion of individual privacy or in areas where there is an expectation of privacy
