Challenge

The KC BizCare Office is seeking a equitable back office support solution solution to improve contract readiness for our local minority owned businesses.

Background

Kansas City is on a quest to become America's most entrepreneurial city, but it's lacking in a key area: minority entrepreneurship. LendingTree released a new study that analyzes the 50-largest U.S. metros and the firms that are either wholly-owned or equally-owned by minorities. The Kansas City metro ranks 49th followed by St. Louis for successful minority-owned businesses. Although minority business owners in Missouri run successful enterprises, many say they continue to face biases and must fight assumptions that minority-owned businesses are inadequate.  The City of Kansas City recently completed its 2016 M/WBE Third Generation Disparity Study to examine whether a disparity exists in the City’s contracting and procurement processes, and how minority and women owned businesses have received opportunities to participate on public contracts. The findings of the study suggested that minorities and women continue to suffer discriminatory barriers to full and fair access to City contracts. 

Requirements & Outcome

The KC BizCare Office is seeking innovative procurement technologies or service solutions that would have the following outcomes:

  • Supportive services and technical assistance for small businesses that help to address the complexities of government contracting such as estimating for subcontract bids or quotes, certified payroll, invoicing, safety compliance, accounting and legal services.
  •  Finance and bonding programs to address barriers to access bonding and working capital 
  • Training for Prime and Sub Contractors on contact goal compliance
  • Mentor-Protege Programs 
  • Business Development support for small businesses, startups and artists/creatives in the areas legal, accounting, marketing, business development, insurance, and finance (not limited to).
  • One on One services to support the growth of these businesses 
  • All efforts have the ability to translate to multiple languages (minimum of Spanish)
