Jay Nath

Co-Ceo & Founder

Jay Nath is Co-CEO & Founder of City Innovate. Jay created STIR in 2013 while serving as the first Chief Innovation Officer of San Francisco, where he worked for more than a decade. In that role he was named an Obama White House Champion of Change, established the Mayor’s Office of Civic Innovation, created the pioneering Civic Bridge program which brings pro bono talent from Google, McKinsey, Harvard Business School and many other organizations to solve critical challenges, and created the Mayor’s Executive Fellowship as part of the Obama Presidential Innovation Fellows program. Prior to public service, Jay was VP of Product at SquareTrade, where he led the strategy for their flagship product leading to their acquisition by Allstate for $1.4B. Before joining SquareTrade, he was a senior consultant at PwC, implementing health care software for Fortune 100 companies.

Kamran Saddique

Co-Ceo & Founder

Kamran Saddique is Co-CEO & Founder of City Innovate. Kamran founded City Innovate in 2014 with a mission to help governments solve problems through collaboration with the private sector. Kamran has been a serial entrepreneur for more than 12 years, on three continents. Previously, he worked in the financial engineering sector with a focus on new technology ventures including smart city initiatives. He served as head of investments to a company owned by one of the royal family members in Abu Dhabi, UAE. Prior to that he was the VP of Private Equity for Convergence Capital in the Dubai International Financial Centre, responsible for closing transactions in real estate, aviation, mining, water desalination, carbon credits, health, education and media. He started his career with Sun Microsystems and holds a Computer Science B.Sc. (Hons) and a Masters of Science in International Finance at Aston Business School.

Marlon Paulo

EVP of Professional Services

Marlon Paulo is the Executive Vice President of Professional Services at City Innovate, Inc. With 20 years of experience in government operations, Marlon was formerly the Director of Procurement for Santa Clara County and the Chief Technology Procurement Officer for the State of California. During his tenure at the State, he modernized procurement and improved project delivery. Marlon’s innovative thinking led to a reduced time to acquire, resulting in numerous successful procurements of critical technology in 3 - 4 months. Leveraging a challenge-based approach to procurement, Marlon led the acquisition of several coronavirus-related solutions. The blueprint for his successes in addressing the technology challenges of the pandemic is now being used for large complex information technology projects across the State of California.

Ben Jordan

Head of Product

Ben Jordan defines himself as a transformational leader, executive-level product champion, creative director, designer, founder, and entrepreneur. Over the past 20 years, Ben has driven innovation and creative excellence, turning ideas into meaningful products and authentic experiences people love. Ben has led and inspired teams to create solutions across various mediums for some of the world's most well-known brands with an eye toward hands-on experience, an approach rooted in research, and a love for learning. He's a master at problem-solving and team-building, especially in tense and fast-paced environments.

"Benjo" has led creative branding, re-branding, and web/product development for some of the biggest companies in the world. His digital work has been seen by tens of millions, having worked on projects for the likes of Chili's, Facebook, Disney, and Airbnb. His unique experience allows him to serve as a bridge connecting design, product, engineering, and cross-functional teams with confidence.

Maya Wald

Head of Marketing

In her role as Head of Marketing, Maya joins City Innovate with seven years of experience in holistic strategic marketing roles, most recently at Asana. Over her career, Maya has been pivotal in shaping growth and customer acquisition efforts at organizations like FormSwift, Inxeption, and Asana, prioritizing efficiency and scalability. Maya's expertise spans diverse marketing domains, including growth, customer marketing, marketplace expansion, and B2B strategy. Her track record showcases her talent for managing and cultivating marketing departments to drive results.

At City Innovate, Maya's primary focus centers on assembling and scaling the marketing team, strategically enhancing their capabilities to bolster City Innovate's already robust foundation in providing innovative solutions to federal, state, and local governments. Her efforts directly contribute to making impactful improvements in the daily operations and processes of these institutions.

Kelley Dorning

Director of Customer Experience

Kelley came to City Innovate after 7 years working for the State of California in various roles, including most recently 2 years spent as Assistant Division Chief, Contracts and Procurements for DHCS.

Initially, she worked with clients such as the Department of Child Support Services, CalRecycle , and Department of State Hospitals as the head of the Client Success here at City Innovate, onboarding folks into solutions like Document Builder (to build solicitations and other complex documents in less time with 100% compliance thanks to our templated approach) and Evaluation Builder (provides an online submission portal plus all the tools a team needs to evaluate submissions to accelerate the vendor selection process.)

More recently, Kelley moved into a new role as Director of Customer Experience. In this role, Kelley will be working closely with our clients to better understand their needs and ensure that the capabilities they are looking for are built into our advanced platform for Document Process Automation™. Foundational to our customer’s adoption of our technology service offerings is ensuring we architect and design solutions with a deep understanding of our customer’s needs and how we can accelerate their process flows.

Josh Goldstein

Director of Business Development

Josh is passionate about helping communities build resilience and about helping companies build great products and cultures. He has have 15 years of experience building companies working on hard public sector problems. At City Innovate, Josh focuses on developing partnerships with companies with complimentary technology, new markets, and strategic initiatives.

Before City Innovate, he served as Vice President of Strategic Partnerships at UrbanFootprint. I was Co-Founder and CEO at Department of Better Technology (acquired by CityBase) and Chief Product Officer at CityBase (acquired by GTYH). Before shifting to startups, Josh worked extensively in the public and private sector at Google, the World Bank, and USAID.

Jessica MacLeod

Director of Customer Outcomes

Jessica MacLeod has spent the past fifteen years as a public interest technologist, working in the private sector, government, and non-profit organizations, with the mission of leveraging the latest innovations in data and technology for public impact. Jessica is currently serving as the Director of Customer Outcomes at City Innovate, overseeing Customer Success, Support, and Education. She joined City Innovate in April of 2023 to help governments improve operational efficiency and impact at scale by transforming procurement through the CI platform.

Previously, Jessica served in government as the Director of Digital Services and Open Government at the City of San Rafael. She co-founded the US Digital Response with a group of like-minded civic technologists in the early days of the pandemic and led Customer Success teams at government-focused companies such as Socrata, Tyler Technologies, and Promise. She has also been a producer and co-host of The Government We Need podcast and serves on the Advisory Board for the Rutgers Big Data program.

Christine Mulroy

Director of Service Delivery

Christine is passionate about using technology to empower the public sector to solve society's most complex and important challenges. She has over 12 years of experience leading project implementation teams and driving customer success in the public sector, having worked in nonprofits, governments, or serving government clients her whole career.

At City Innovate, she leads the Service Delivery Team, including our world-class Consulting and Professional Services teams that have earned the trust and loyalty of our government clients by delivering reliable and innovative solutions to drive efficiency and transform procurement operations through City Innovate's software.

Before City Innovate, Christine spent 10 years at public impact focused companies such as Socrata and Tyler Technologies where she led the Global Services team to advise and build data sharing programs to improve their daily internal operations and engage their citizens, and as a Project Manager for USAID-funded projects across the world.
